Courtney Whitmore becomes Stargirl after stumbling upon a superhero uniform in her home. Little does she know that her stepfather was the sidekick to Starman as a teenager. When he was murdered, her stepfather was put in charge of safekeeping his empowered possessions. She decides to put on the uniform and also discovers the sacred staff nearby. This staff was created by relatives of Starman and received energy from outer space. Its powers only work for a selected few. The staff endows Courtney with its powers, and she becomes Stargirl. The staff allows her to blast enemies, easily move large objects, fly and create force fields.

Cindy is super popular at school, and she spends her time picking on Courtney and her friends. Not only this, but she is also the daughter of Dragon King, an evil scientist who spent his life experimenting on Cindy. He wanted to give her powers and was able to do so with crazy enhancements. The rivalry between the two deepens when Stargirl kills Dragon King, and Shiv vows to carry on his legacy.
4. She Revives the Justice Society of America
Stargirl soon discovers that Starman was part of a larger group of superheroes. Unfortunately, they were defeated years before and are no longer in existence. As she begins battling her enemies of the Injustice Society of America, she reaches out to her friends at school. She gives her friends tools from past superheroes to enable them to become the new heroes. Together, they recreate the Justice Society of America.
